Education, jobs and coming home

शिक्षा, रोजगारी र स्वदेश फर्कने बाटो

Nepal gives a young person several routes after school: academic study (grade 11 and 12, then a bachelor degree), technical study through CTEVT, a public service job, a private job, or foreign employment. This sheet maps each route, the papers and offices you need, and what to do if you return from abroad and want your skills recognised or want to start something at home.

Research as of 2026-10. Fees, rules and loan terms change often. Items marked Check rest on secondary sources, so confirm them with the office or on its website before you pay or sign anything.

The market today

Nepal has more young people looking for work than formal jobs. Modelled ILO and World Bank estimates put youth unemployment (age 15 to 24) at about 20 percent in 2025, roughly double the overall rate, and the national statistics office is still running a new Labour Force Survey, so no fresh official youth figure exists yet. Foreign employment is the biggest safety valve: about 839,000 labour approvals were issued in FY 2081/82 (new plus renewals) and remittances reached roughly Rs 2.36 trillion in FY 2025/26. The same market also pays for the weakness at home: the better paid formal jobs are few, government posts are heavily contested, and many returnees find their overseas skills are not recognised on paper.

  • Modelled youth (15 to 24) unemployment for 2025 is about 20.6 percent versus about 10.5 percent overall (ILO/World Bank modelled estimate, not a national survey).fred.stlouisfed.org (opens in a new tab)Check

What drives demand

  • Large remittance inflow keeps households spending on construction, retail, transport and services at home.
  • Tourism, hydropower, IT outsourcing and health care keep hiring skilled technicians and graduates.
  • Shortage of trained electricians, plumbers, welders, caregivers and nurses compared with demand both at home and abroad.
  • Local governments now run employment service centres and reintegration programmes funded through the Foreign Employment Welfare Fund.
  • Digital work (design, programming, data, customer support) can be done from Nepal for foreign clients.

Challenges

  • Few formal jobs for the number of graduates each year, so many people take jobs below their qualification.
  • Public service exams are hugely competitive and can take several attempts over several years.
  • Foreign job costs and scams: workers often pay far above the legal fee and some end up in debt or in unsafe jobs.
  • Skills learned abroad or on the job are often not certified, which blocks better pay and bank loans at home.
  • Information is scattered: rules, fees and portals change and many notices appear only on the website of each office.
  • Programmes meant to help (employment programme, returnee loans) have a record of slow delivery and heavy paperwork.

Where in Nepal

  • Kathmandu Valley: most private jobs, universities, job agencies, embassies and the Department of Foreign Employment.
  • Pokhara, Biratnagar, Birgunj, Butwal, Nepalgunj and Dhangadhi: provincial capitals and big towns with colleges, CTEVT institutes and provincial public service commissions.
  • Karnali, Sudurpashchim and Madhesh: highest need for vocational training and CTEVT scholarship quotas for remote-area students.
  • Every municipality and rural municipality: employment service centre where you register as job seeker and apply for local programmes.

    Documents
Birth registration, Parents' citizenship, Ward recommendation, Marksheets and certificates

Ward office or municipality Employment Service Centre
    Level
    local
    Documents
Citizenship copy, Passport photo, Education certificates, Bank account details
    Time

  3. Pick one direction and check the entry rules

Decide between study, skill training, public job, private job or foreign work. Read the official notice for each: CTEVT admission portal, Lok Sewa notices, university entrance notices, DoFE site. Do not pay anyone before you have read the official page.

    Where
CTEVT, universities, Lok Sewa Aayog, DoFE websites
    Level
    federal
    Time
1 to 2 weeks of reading
  4. Enrol in a short skill course or apply to CTEVT or a college

A short course or CTEVT diploma gives an employable skill within months. Apply for the CTEVT Special Program or classified scholarship if you belong to a covered group. Bachelor seats open mostly June to August with university notices.

  5. Get a skill test certificate (NSTB)

Pitfalls to avoid

  • Paying an agent or a village broker who is not a licensed agency. Check the agency on the DoFE list before giving any money.
  • Paying a lakh or more for a Gulf or Malaysia job while the legal fee for those destinations is a maximum Rs 10,000 plus separate insurance, welfare fund, medical and orientation. A receipt for Rs 10,000 while you pay far more is a known trick.
  • Going on a visit or tourist visa and hoping to convert it to work. No labour permit means no welfare fund, no insurance and no legal help.
  • Signing a contract you cannot read or that differs from the one shown at home. Get a copy and keep photos of every page.
  • Handing over your passport to an agent or a foreign employer for long periods.
  • Paying a fee to get a government job, scholarship or interview from a middleman. Official posts are filled by exam, not payment.
  • Choosing a college or consultancy because of a fancy brochure. Check that the programme is recognised by the university or CTEVT and that the NOC and equivalence rules apply.
  • Skipping the NOC for study abroad and then being unable to send tuition through a Nepali bank.
  • Spending returnee savings on a house, wedding or one risky business without a cash cushion.
  • Assuming old figures still apply. Minimum wage, fees, loan terms and recruiting rules change; check the official notice for your year.
  • Counting on the returnee loan or the employment programme as your only plan. Both have had low approval and slow delivery.
